It systematically contradicted claims made by the US Treasury Department that smoking marijuana results in insanity, deteriorates physical and mental health, assists in criminal behavior and juvenile deliquency, is physically addictive, and is a “gateway” drug to more dangerous drugs. Fiorello La Guardia Mayor of New York set it up 1939. The report was released 1944.
